[1] By unanimous vote, the Phoenix Alliance has voted to approve a new charter. In passing this charter, the Phoenix Alliance has affirmed its commitment to security, integrity, honesty and representative democracy. Furthermore, the Phoenix Alliance asserts its resolve in the common defence of its claimed regions: Venal, Branch and the protectorate Pure Blind. This revised charter clearly defines the system of government for the Phoenix Alliance, as well as defines its purpose, government posts and clearly identifies the requirements for qualifying corporations for the purpose of admission into the Alliance. Also, the charter identifies Phoenix Alliance policies in the arenas of diplomacy towards other corporations and alliances, responsibilities of member corporations and commnication channels. Phoenix Alliance Purpose The main purpose of the Phoenix alliance is to ensure the safety and security of all of its members. To this end, the Phoenix Alliance does not tolerate piracy within its claimed regions by its members or guests. Such actions will be dealt with swiftly and accordingly. Furthermore, the Phoenix Alliance seeks to promote trade amongst its alliance members, and provides mutual benefit to its allies operating in Phoenix Alliance territory. The Phoenix Alliance promotes the cooperation between alliances and corporations that claim territories or operate in the Northern Regions of EVE Universe. Our purpose is to offer military and political support in order to ensure a safe and stable North. Finally, the Phoenix Alliance provides for the mutual defence of its member corporations and ensures positive relations between them. All members of the Phoenix Alliance agree to a non-aggression pact between member corporations and will render assistance to other Phoenix Alliance members in times of aggression. Should a conflict emerge between member corporations, a mediator will be assigned to resolve the issue. Representative Democracy in the Phoenix Alliance The government of The Phoenix Alliance is a representative democracy. It is governed by the Leadership Council, a council of representatives from each of the member corporations. As a representative democracy, the member corporations of the Phoenix Alliance are fairly represented, each able to voice their own opinions and concerns before the Leadership Council. Each corporation appoints three representatives to the council, and each corporation receives one vote. Member corporations and their members are free to decide their internal heirarchy and organization without interference from the council unless their actions violate or conflict with the charter. Member corporations in the Phoenix Alliance are independant entities that can determine their own course in Eve and are not restricted by the Leadership Council. As long as the actions of any member corporation does not conflict with the Phoenix Alliance Charter, they are free to engage in any enterprise they may desire.
